Can someone answer this for me. Were residents of Colorado able to make FO bets on horse races outside of Colorado beforehand? or was it only illegal to make FO bets on races in Colorado.
I've assumed they couldn't even make a FO bet on a race anywhere in the world beforehand either and now the whole world has opened up to them, not just Colorado. Is that correct?
