It's impossible to know for certain, but one of the participants in the placement may have taken up some shares on behalf of somebody who wasn't approached and has now transferred those shares to the somebody. I did a similar thing for a family member once in a different stock. I applied for shares under a share purchase plan for which I was eligible, using the other person's money. Once the shares were issued, I transferred them off market.
I'm sure brokers do that kind of thing all the time.
