It's deep to get 1000ppm and move 5mt of overburden to get 5Mt of 1500ppm clay.
Do you have any info on the refining requirements? What are they refining, the ore? Are they shipping 5-10Mt of the ore 250km to Eneabba for roasting and leaching using acid and heat (unless they have some other processing flow)? Do they need to bring the waste back for remediation or just dispose at TSF?
This just seems orders of magnitude more complex than some other projects that are questionably viable and ionic (simple washing of clays on site).
