It’s not just the unions. The more important commentator is the OBR. They will be running the numbers on future costings once the manifestos are posted and future budgets need to adhere to their views (look at what happened to Liz Truss when she ignored them!)
The OBR would definitely want to see certainty of future tax revenues before signing off. The way NSea is going at the moment, there is zero certainty.
