Yes some DLEs may use different amounts of water as part of processing the brine. But this whole permit issue is about pumping brine into the ground and in doing so polluting the various acquifers with 'radioactive' brine. I put Radioactive in quotes because who the hell knows how it's going to become radioactive all a sudden but I believe that's part of the complaint.
Again DLE water usage is irrelevant to this matter. DLEs all need brine and they all need to dispose of the brine when done.
ASN chose the approach to pump it back underground. I suspect MAN will need to do the same. because to truck the spent brine somewhere else will be expensive
