The Native Title act says that the Aboriginal use of the land must not be commercial !
So all the fees that are now charged are basically blackmail, pay us or else you will never develop
The new bill would allow the Aboriginal owners to do whatever commercial transactions and conduct any business that they wanted to in the same way as full title
EG charge rent on any bit of dirt they control (50% of Australia) including your house
