The Cosmo shares are CSMU - I assume the U means Unlisted, and I assume it's by design (to prevent a collapse of value and all the pain of listing/unlisting). So there is effectively no market for these (technically a very limited market favouring the buyer).
If this transaction goes through, shareholders will just get paid out I would say (if shareholders accept the proposal) - and yes, at a fraction of the loaned value + potentially any residual value.
