Ruffy's team stated that he was borrowing money for the bid. The source of funds is clearly documented in the Bidder's Statement... I guess you didn't read it.
What makes you think he only needs to accumulate less that 1.3%? Even if that was the case, how do you expect him to buy ~4,500,000 shares (I suspect the final number will be much higher) on market when only ~38,000 shares was transacted yesterday?
