No, they havent done enough work to provide a potential offtake agreement partner with adequite reliability on the resource and are playing catch up...again. This only means more development delays, no ofttake agreements are close by (and may not happen) and therefore more dilution coming due to last minute ass covering financing massively diluting everyone. This is obviously another massive negative and shows the massive overhaul this company needs to get a simple job done
