I think he means the EU commission, the ones that make the actual laws are appointed and are not chosen by the people voting.

EU parliament members and EU council are elected but they don't draft any laws or do any treaties.

The EU commission are the people that do all the writing of laws and legistlation and they are not elected by the people.
