I partially agree regarding ebike risks.

You wouldnt want to buy a ramdom no name brand that uses poor wiring and BMS system for the battery. As long as you stick to a reputable brand name instead of something off TEMU or ebay you should never have a problem. Bosch and Shimano are the two larger brands making the motors in bikes. Its really not hard to design and build a quality battery system.

as for speed differentials, it may be worth having a cheap ebike rego that also allows you to remove the 25km/h restriction and bump it up to 40/h but disallows use on a footpath. Fair trade

having said that, the road/path use comes down to wether the person riding is an idiot or not.

Just on the weekend I was driving near oberon, the road was a couple dozen km long, signposted 80-100km/, windy with blind corners, narrow without shoulders and few overtaking opportunities. The road is frequented by trucks. Yet some blithering idiot thought that would be the perfect road to go for a sunday bike ride, putting along doing 15k/h.
