The australian experience is the opposite. After half a century of protection the auto industry disappeared. The tariffs allowed the factories to continue to operate without needing to improve in order to be competitive.
In US the tariffs will allow continuing the status quo.
The americans have had a century of romance with ICEs and have isolated themselves from the rest of the world with theur larger cars.
Rather than a tariffs they would do better to raise taxes on petrol.
Also, direct incentives work better. The US politicians complain that the Chinese govt subsides the EV makers, but remember that the state of Nevada helped Tesla to build its battery giga factory
