blame the doctors? sure in every cohort of people you'll find some scammers. the Medicare rebate system has enabled those unscrupulous practice managers, with a handful of tame GPs, over price the Medicare claims and so the newer clinics that have grown massive businesses over the last 20 years have become very wealthy and expansive. this doesn't help the GP system because the clinics use migrant doctors and newly qualified GPs to boost their profits.
at the same time the Lib cuts to universities meant that less Aus people were able to access medical training due to competition with migrant students.
