If it was a corruption index that would be as I said amazing because how do they quantify the corruption that people get away with. How do you measure it? Is there documentation quantifying it? No.

for a perception index they ask a bunch of people how corrupt on a scale of 1 to 10 they think a country is.

It doesnt require evidence just human perception. How countries are portrayed by various media and who you ask will impact a countries ranking more than the level of actual corruption. Its a measure of the perceptions amongst the group of people surveyed.
