Putin is scared of the new weapons being given to Ukraine.

he is offering "peace" as a last ditch effort to avert increasing losses of his army.

imo he's come to the conclusion that, given he couldn't make real progress in his invasion, he faces destruction with Ukraine being re-armed.

so he's cutting his losses to get out while he's ahead.
