Of course those things are better but the question is why weren't those things considered before it was announced to the market (in July) that the mill would be completed in the first half of 2022?

And it wasn't exacerbated by Covid, they didn't make the announcement until mid July 2021 - if they weren't factoring in covid at that point they weren't doing their job, and from mid 2021 on the impacts of covid only lessened no increased.

What ever way you look at it the project wasn't started until 2 years after it was announced (by ERM & TCMG no t me) it would be finished and it won't be finished until almost 3 1/2 years after it was supposed to be done (remembering the original timeline was just a 9-12 month project) and that is assuming there is no other delays.
