What does that look like though?
Without an initial investment or sale to the CCP there is no supply chain. Its that simple. Few RE producers are in a position to pick and choose who they sell to or where they receive money from and the canadian gov seems more hell bent on the likes of VML failing instead of going into production.
"A spokeswoman for Canada's industry minister, who has responsibility in enforcing foreign-investment laws, declined comment on the Vital Metals transaction." - thats telling. The canadians are fine with offloading their real-estate to 1.5M chinese but selling a couple ton of dirt is a security concern?
Those that have a viable deal with non-ccp upstream producers which is putting those producers at capacity.
Until a non-ccp upstream producer with a viable business model pops up, who else is there to sell to?
