The issue is PRICE and has nothing to to do with a trial or funding it.
Again, the PRICE paid by the govt. is related to its cost-benefits.
If the G saves on NDIS or gains with PAYE these are cost-benefits that will be factored into the PRICE paid by the G who are the ultimate purchaser.
NOTHING to do with the US system.
