Look at the earnings & dividend drops YoY at the half year, it tells the story.
Regional banks have had their margins squeezed by stronger competiton & higher finance costs, to the extent they stopped competing at one point & withdrew from the market.
Broker forecasts suggest earnings won't recover back to LY levels for over 2 years+.
