They can issue shares to the entity being acquired. That's what they did with DevoluIVA when it was acquired.
They don't need cash to take over a weaker competitor.
W2V should have enough cash to make it to 2025, let's hope for a significant rise in cash receipts over the next 6 - 12 months.
