Did he imply this? I missed that, what did he say that makes you think this?
if so, I would think it would probably not be Mutapa itself but likely one of the state-owned entities which was recently transferred into Mutapa (including the National Oil Company of Zim and Zim Electricity Supply Authority- ZESA)
