I agree with you, and no doubt the exact words chosen were meant to convey the message that progress is real. Further, “running a process” infers a beauty parade to choose between a number of interested parties - probably on predetermined criteria. It also suggests an element of control of the selection process - in other words the opposite of a fire sale.
