Presumably the terms stated are correct and no free attaching options are included. No options is a massive plus and cannot be overlooked. When options are included at say 1 for every 2 shares held it plays havoc with the share price. Nineteen cents is what you pay and no 5 cent free options to bring purchase price down. Also many holders sell the heads when in slightest profit and just keep the options or vice versa. Not a bad raise considering.
