There are not 4.5 million NIMBY's down stream . Clonbinane is part of the Goulburn catchment . The water flows north to Echuca where it has a party with the Murray river and reaches a quivering climax in SA . It doesn't flow to Melbourne .
SXG SP may be a bubble but if you wish to pop it , perhaps you could start with better research .
