Like most operations on campaign milling imagine they will have a single crew on rotation, ie 14 on 14 off and no replacement crew, only a small maintenance team to ready the mill for the next campaign. Nothing unusual or too complex.
Mining companies generally man up their own processing plants, use contractors for mining services.
