What's interesting is that GLE is going to have to make a decsion to exercise the option to acquire the site at Paducah before they have a licence to operate a facility on the site. I also agree with you that they could start building on the site but they'd need to be virtually certain they'd get a licence before they committed to the $1Bn cost to do that.
