I am thinking that the JV's existing financier will be eager to fund both operational cashflow and expansion costs. They were willing to provide funding on very favourable terms to get the project off the ground. Once they see the plant (probably already have) and the numbers (possibly already have), I can't see why they wouldn't want to be involved in taking the business to the next level... IMO of course.
