Are you ignoring the current debt? Ultimately I also believe the sum of the parts isn't currently reflected in the share price but we might take a while to get there and there's a bit of debt to clear off (not to mention tax and separation expenses).
It's arguably good value but I can see why it's not regarded as a slam dunk (especially given management's recent performance).
