Yes they never can ... like Cap raises ... these days Exploration Micro-caps mostly do Placements all the rage with free opts to Insto/sophs etc ... S/H hate with a passion I agree most of the time esp at major discounts ... but when companies do rights issue to all S/Hs much closer to the SP ..S/Hs complain yet again and sell down the shares to below offer price in disgust.......
