MWPA are not a problem. VRX have been in detailed discussion with them, to the point where location and layout of unloading and storage facilities are agreed "in principle"
Industry is being readied to price and construct .
Given there were/are multiple silica wannabes in the Midwest it was a no brainer for the port to be ready to go, as soon as the first customer can seriously discuss terms ($$$$)
