yes - when the auction is either opening or closing - the sale price has nothing to do with the price you pay, it is about ordering/priorities to buy/sell and getting in line.
When it closes the person who had a price of 21.5 is first in line to sell - they will sell at the price of currently 0.36. This just means they are first in line...
