I think that in the event that the joint venture had no other option than to go into C & M, the Government of Quebec would have to step in to avoid an economic disaster for the businesses that rely on NAL.
How would they do that?
Either by bailing it out by providing the cash to sustain the project until things improved, would be one way.
Another way would be for IQ to take a stake in SYAQ, similar to what has been done at Moblan and Nemaska.
The governments of Canada and Quebec have a lot riding on this project too.
