If you owe 41 billion and you return a surplus in a year of about 3.5 billion - that sort of leaves you with a deficit after that year of about 42.4 billion, taking a few Capital and Current acct. figures into the equation.
Thinking the only "great job" done there is appealing to people who don't understand the difference between "surplus" in a short term and "deficit" in the long (and damaging) term.
