of course they would state the have no CURRENT intention, if you come out and say you want to acquire you immediately increase the competitive tension. Assuming it's a predator you want to leave as much doubt in the markets mind that you are just acquiring a blocking stake as opposed to positioning to take over so the SP doesn't run away.
