oh my lord the entire intent is based around that fact that wind solar and batteries are intermittent and not reliable. it's a peaking plant!!! IMO this is a seriously smart move firming up shareholder value and further commercializing an under performing asset. my money is on capacity factor much higher than 18.8% for 10+years let's face it this state is up the creek without a paddle when it comes to energy security! we need secure energy and I would hazard a guess this would be a duel plant project. would make more sense with the under utilised reserve and the 330kv line upgrade.
