No. Ukraine was attacking a military target that Russia deliberately places in a civilian area to use civilians as human shields and there is serious doubts that the missile that killed sunbathers was actually an ATACM, there is evidence of Russian missile parts at the scene. - Civilian employees? No. The building burnt down directly services the Russian military making it a perfectly legitimate target. - Concert? No. That was Putin's failure to heed very specific warnings of an ISIS terror attack. - Churches? No. This Dagestan attack is another islamic terror attack Putin has failed to prevent because he is obsessed with his failed war in Ukraine. - Shoppers? That is Putin who bombs shoppers in the middle of the day in war crimes, not Ukraine.
