They need to get to 10% for a proper blocking stake. That will prevent compulsory aquisition by another party. It would not surprise me if they may be at 10%, obviously there are timeframes where RMS must call out they have a significant stake and changes to that stake.
Then again they may just sit on what they have for the moment until another party makes a move on Spartan.
