certainly did when I was managing US$10 billion projects - and then we would normally go bigger than what they suggested so that our steady state production goal was running the machine at 80% of its capacity so as it had far less breakdowns - it is amazing how much better machines run when they are run at 80% of their capacity instead of wringing the neck out of them.
