I actually expect the opposite now as this was meant to take months, The company was so thorough and many $$$ spent on ensuring the Natura 2000 submissions/reports and studies during the permitting process mitigated any potential appeals from and NGOs. At worst they still drill next year. And you can bet the BHP alliance will keep people interested until that rod finally meets what is the highest grade PGM project that would dewarf anthying that CHN came close to.
