In the areas where RIL have an exclusive licence, yes, RIL is the only company that's allowed to use the tech for that region.
The areas that don't have an exclusive licence (UK) no. In theory, Primobius could set up a battery recycling plant in the UK using the same tech.

I guess in theory it's possible, but the licence would have to be issued through Primobius, not NMT. Primobius is the only entity that can issue a licence.
