I'm not sure where Burkina is with contractors, but countries around them make it almost impossible for western contractors to operate.
They also eliminate a reasonable portion of an 18% VAT receivable they'll never be able to collect. I'd assume if they buy the equipment they'll be exonerated on the initial capital, but they wouldn't be on a contractor's depreciation.
