Sounds to me like SVG might have a bit of financial clout and that raising the necessary $$ to fast track Winmar may not be a problem.
Everything to date is pointing to Port Allocation approval and given this large buying of late suggests either someone is confident of such allocation or is in the know.
Could be someone from the Port Authorities buying up...lol
