The risk is the western incumbent gov's - selling dirt to the CCP is a security risk but importing 1.5M of them isnt
Theres no amount of logic anyone can apply to that to make it make any sense. Its like reasoning with an impetuous child.
We export the process, ancillary businesses, corporate knowledge and education then hamstring the startups who are trying to compete against an industry that has a $230b + 40 year head start and THEN we bitch about it.
