It looks like the Hazer process should qualify if using bio-gas, and if the metric is purely the carbon intensity of the hydrogen produced, then even Hazer hydrogen form LNG could qualify provided the LNG emissions were low enough, however, they keep referring to Renewable Hydrogen, which would rule out fossil fuel feed stocks.
It is a discussion paper so hopefully these things will be clarified in Hazers favour down the track.
