To get to northern Sweden, the Russians have to get past the Finns. The Finns and the swedes together would be very very serious opposition, both of which are now members of NATO. That is a major escalation that Putin is highly unlikely to take. Finland has compulsory military conscription and has nearly 2 million trained military personnel available for call up.
