@naaman ..."Anyway, the concentrates from Paraiba are high. We don't know how they were able to achieve those grades or what the ore grade was."

The concentrates from everywhere are high!!
The concentrates tell us nothing about the original grade.

A govt report about the concentrates from pegmatites, will be using a typical pegmatite example. The pegmatites in Australia also have fairly standard types of grades like these mentioned in the report, some a bit higher some a bit lower.

This is an image of the tantalum and REE and Niobium grades to ore body sizes for known large deposits, mostly pegmatites of tantalum from around the world... It excludes carbonatites...

By itself, it should send alarm bells ringing for anyone that is believing anything from the company that 'high grade' is anywhere near what they have been telling the market from their sampling.

I would expect the entire area of your pegmatites to fit into the above diagram somewhere. Please note ALL the deposits are in the ppm category, less than 0.1%.

Here is something else to think about, if the grades were exceptionally high, then the artisanal miners would have made fortunes and the area well known and mined for the high grades decades ago.

High grade of anything is no longer found on the surface. The world has been scoured for minerals of all types. New high grade deposits of anything are found under cover these days, mostly transported cover, because they have been totally hidden from view.
