1.1 ECT and Pilot ProjectECT are a business of highly skilled engineers with skills and capabilities spanning across research and development, process and product data analysis, and control algorithm development. ECT have been a tenant at JBD Industrial Estate for over 15 years and have used the site for technology development works associated with the patented COLDry process and other research and development (R&D) activities.The Pilot Project involves the establishment of ECT’s new commercial demonstration facility at the ECT site which is estimated to cost a total of $23 million.The Pilot Project is split into two main stages:
•Stage One Net Zero-Emission COLDry Plant•Stage Two Pyrolysis Plant (subject to a future PPA)We note this PPA for works is only for Stage One related to the COLDry operation and
Stage 2 would be subject to further consultation with Council and separate PPA approvals.The ECT site was selected as appropriate for the proposed activities as it is located in close proximity to sources of lignite brown coal (main proposed source being Maddingley Brown Coal ~2.3km east of the ECT site) which is the predominant proposed feedstock for the proposed activity, minimising the distance needed for lignite to travel for processing. The ECT site is also located within an Industrial 2 Zone, with neighbouring tenants at the JBD Industrial Park already operating a range of resource recovery businesses including timber re-processors, fertiliser manufacturers, and demolition and fabrication workshops. Therefore, ECT’s operations are compatible with surrounding land uses and zonings.
