I'd say it's neither looking good nor bad really. There's still clearly a funding shortfall, but conversely a period of time until they actually need funds....and they've committed to work above and beyond the essential i.e. V2. I'd actually say it is looking good because of that commitment....but the cash needs to land before that can genuinely be said.
