I'm not sure about criminals. 12% is a huge number of houses and there'd be easier ways to launder money. The Chinese - yes, that could explain it. And if they're very wealthy they don't mind about lost rental income. In the US, the mega-corporations are attempting to hide their involvement in residential real estate, indicating a conspiracy. I think it's happening here too.
