When I worked in the Department of Transport we would arrive at a figure for the cost of construction and then multiply it by 3 to account for Union interference. Workers were awarded higher wages because a work site was close to a bakery and the smell of fresh bread and cookies distracted the workers. The little darlings.
This is back in the 1970s. Nothing has changed.
